Summary: Australia is in the early stages of a technological and institutional transition centred on artificial intelligence and encompassing distributed ledgers, advanced communications and the internet of things. This creates an opportunity to reverse decades of slowing productivity growth. Yet Australia’s regulatory environment is poorly configured for the transition. Without deliberate institutional adaptation, the gains from frontier technologies will be suppressed, delayed or captured by incumbent interests. The productivity agenda for the coming decades should be understood primarily as a technology and institutional reform agenda.
